Alquiler Vacional y Estancias Turísticas en el Medio Rural.
EL ALQUILER VACACIONAL
Llegó hace veinte años y se legalizó en 2005, a partir de las presiones de la pequeña burguesía mallorquina que quería formar parte del negocio turístico.
Con el tiempo y con la especulación inmobiliaria ha conseguido un aumento de precio de la vivienda hasta llegar a precios inaccesibles.
Creo firmemente que deberíamos erradicar el alquiler turístico, dejando caducar las licencias y no renovarlas. No hay otra solución para el acceso a la vivienda.
Los turistas deben alojarse en los lugares propios, como son los hoteles,agroturismos, hostales etc… no en viviendas que están situadas en zonas residenciales, con sus escuelas, sus centros sanitarios y en las que los vecinos deben descansar para poder ir a trabajar al día siguiente.
La convivencia es una cosa y el turismo otra. Y aquí entra la utilización del impuesto sostenible, por parte de la Administración, para construir viviendas, y mejorar las condiciones medioambientales y sociales de los residentes.
Debemos analizar la cuestión turística, pero también sobre el porqué de la misma, conocer las situaciones y averiguar por qué se producen. Investigar, en definitiva.
Quedan muchos puntos sobre los que debemos y podemos investigar, la influencia del turismo sobre el medio ambiente, y el consumo desproporcionado de recursos por ejemplo, la situación geográfica y sus limitaciones es uno de ellos.
El Alquiler Vacacional en viviendas en edificios Plurifamiliares, implica una actividad económica que debe de ser regulada, ya que su implantación a creado el problema de la falta de viviendas de alquiler tradicional en el mercado.
Por ello , y comparando la necesidad de establecer criterios de calidad y de habitabilidad, las licencias de alquiler Turístico deberían de someterse a un control de Habitabilidad cada 5 años, y exigir unas condiciones para renovar estas licencias mas exigentes, tales como instalar elementos de ahorro de agua, sistemas separativos de aguas grises, sistemas colaborativos de energias limpias, y necesidad de renovar en las comunidades de propietarios la autorización de los comunitarios por dos tercios de los propietarios y por unanimidad en los edificios situados en cascos historicos.
La administración tiene las atribuciones ,para exigir que los estandares de calidad en las viviendas destinadas a la actividad turística sean exigentes, y que reduzcan el consumo de agua, y gravar la tasa de basuras, por el uso turístico de la vivienda.
En el medio Rural, las condiciones de alquiler vacacional deben de incrementarse y exigir que el destino y explotación de dichas viviendas, se lleve a cabo en todo caso, por personas físicas, no jurídicas, y que éstas sean residentes en las Islas al menos durante los 5 años anteriores, que el Certificado de Eficiencia Energética tenga que ser renovado cada 5 años y la etiqueta energética tenfga como Mínimo la letra C, y que los contratos que se realicen en este sentido, fijen las condiciones de las fianzas y de uso para llevarlas acabo, estableciendo criterios mas exigentes ante los alquileres ilegales, precintando dicha actividad económica tal y como se lleva a cabo en los locales de restauración que operan sin titulo habilitante.
El problema es real, la administración no se le ve con intenciones real de solucionar y tomar decisiones valientes y la sociedad sufre esa falta de propuestas y de soluciones.
